The United States and China are solidifying their dominance in artificial intelligence, prompting questions about Europe's ability to establish a third major AI power or remain aligned with the US. This evolving AI landscape is becoming a contest for international order. In June, the US expanded its Pax Silica framework, which aims to secure supply chains for advanced technologies like microchips and AI, to 24 partners. Subsequently, 29 countries signed an agreement in Shanghai to form the World AI Cooperation Organization, a Chinese initiative targeting the Global South.
