A spokeswoman for the U.S. Justice Department declined to answer a question about whether France had told the United States that it was planning to release Mr. Kasatkin.The researcher, Laurent Vinatier, had worked as a consultant at a Switzerland-based nonprofit called Centre for Humanitarian Dialogue, had been arrested on spying charges in June 2024.
