Customers seeking refunds during cooling-off period will need to pay admin fee

Hong Kong authorities are proposing a seven-day cooling-off period for prepaid beauty and fitness contracts as part of new consumer protection measures. To prevent abuse of this mechanism, customers seeking refunds within this period will be required to pay an administrative fee. This proposal is part of a two-month public consultation launched last week on three major policy changes aimed at addressing complaints about unfair trade practices and high-pressure sales tactics. The government stated that the administrative fee would be included in refund suggestions.
