In the Blockade of Montenegro a multi-national naval squadron summoned by the Great Powers and under the command of Sir Cecil Burney blockaded the Montenegrin ports. The purpose of the blockade was stopping Montenegrin reinforces and supplies from reaching the Albanian coast.
