Miles Kwan

Miles Kwan is a politics student at a Hong Kong university. He became newsworthy after being arrested by national security police for "seditious intent" following his efforts to demand accountability from Hong Kong authorities regarding a devastating apartment fire in the Tai Po district. Kwan launched a petition and distributed flyers calling for an independent investigation into the fire, which resulted in a high death toll. The authorities quickly moved to suppress public criticism and calls for accountability, arresting Kwan and others. Subsequently, Kwan was expelled from his university for disciplinary offences. His case highlights the expansive use of national security laws to silence dissent, even in response to non-political tragedies, and reflects the heightened sensitivity of the Hong Kong government to any perceived challenge to its authority.
