The commission voted to approve preliminary site and building plans for the arch, which is intended for a traffic circle at the Virginia end of the Memorial Bridge. However, the NCPC deferred a decision on whether a federal law limiting building heights should apply to this project, with the Interior Department arguing it is not binding on the federal government. Despite overwhelming public opposition, including concerns about its size and impact on historical views, the project moved a step closer to reality. The NCPC's chair indicated a final approval vote could occur at their September meeting.
