Cuenca is a medieval city in Spain, known for its stunning location and unique architecture, attracting increasing tourist interest. Recent news highlights two distinct issues. Firstly, a nationwide power outage on April 28th caused significant disruption, raising concerns about the electrical grid's stability and communication between Red Eléctrica and energy companies. Secondly, like many other large Spanish cities, Cuenca is mandated to establish a low emission zone (ZBE) to comply with climate change legislation. However, progress has been slow, with two-thirds of obligated cities, including Cuenca, yet to implement these zones three years after the law's enactment. This delay underscores the challenges in balancing environmental regulations with practical implementation at the local level.
