Chung Biu Yuen

Chung Biu Yuen, also known as Bill, is a 65-year-old Hong Kong trade official based in London. He has recently gained notoriety following his conviction at the Old Bailey for assisting a foreign intelligence service, specifically China. Yuen, along with Chi Leung "Peter" Wai, a UK Border Force officer, were found guilty of operating a "shadow policing" operation. This operation involved surveilling dissidents, including exiled Hong Kong student protest leader Nathan Law, who was photographed entering the Oxford Union in November 2023. Their conviction marks a significant historical event, as they are the first individuals in British history to be found guilty of spying for China. This development highlights ongoing concerns about foreign interference and espionage targeting individuals associated with pro-democracy movements.
