Toshihito Kumagai

Toshihito Kumagai is the governor of Chiba Prefecture, an area east of Tokyo that has been severely affected by unprecedented record rainfall. The torrential downpours, which saw over 360mm of rain in 24 hours in some parts, have caused widespread flooding, disrupted transportation networks including roads and railways, and led to significant power outages affecting tens of thousands of households. Tragically, at least four people have died as a direct result of the extreme weather. The situation escalated to the point where a level five emergency warning, the highest alert, was issued by local authorities. Thousands of travelers were stranded, notably at Tokyo's Narita airport, and evacuation orders were issued for hundreds of thousands of residents in Chiba and surrounding areas. Governor Kumagai's leadership is currently relevant as he oversees the response and recovery efforts in his prefecture following this devastating natural disaster.
