Lebanon-Israel deal may block war crime victims from seeking justice, experts warn
A new framework agreement signed between Lebanon and Israel in Washington on Friday could impede victims' ability to seek justice for alleged Israeli war crimes. Legal experts warn that Article 13 of the deal, which calls for ceasing "hostile or negative actions in international political or legal forums," may prevent victims from pursuing accountability in national or international courts. This agreement could also end Lebanon's ability to grant the International Criminal Court (ICC) jurisdiction within the country, a move advocates had sought to prosecute Israel for alleged war crimes. The agreement aims to end fighting between Israel and Hezbollah, which has resulted in thousands of deaths and widespread displacement since October 2023. Critics argue the deal normalizes crimes and waives Lebanon's rights to ensure investigations and prosecution.
